Digital Public Infrastructure and India Stack

Digital Public Infrastructure (DPI) refers to foundational digital systems that facilitate essential societal functions and services, leveraging technology to promote inclusion and efficiency. 

India has championed this approach with its comprehensive set of open APIs and digital building blocks known as the India Stack. 


Digital Public Infrastructure (DPI)

DPI encompasses secure and interoperable digital platforms that operate at scale to deliver public and private services. Key components often include: 
  • Digital Identity: A reliable way to authenticate individuals digitally.
  • Digital Payments: An open and interoperable financial transaction system.
  • Data Exchange: Secure mechanisms for sharing information and authenticating documents (e.g., electronic signatures). 
India has become a global leader in conceptualizing and implementing DPI, successfully deploying a vast, scalable architecture that other countries are now looking to emulate. 

The India Stack

The India Stack is a set of indigenous, public digital platforms built in a "layered" approach. It provides a common infrastructure of digital building blocks that allow governments, private companies, and startups to innovate and develop services efficiently without having to build core identity and payment systems from scratch. 

The India Stack is fundamentally built on three core layers:
 
  • Identity Layer (Aadhaar):The foundation of the stack is Aadhaar, India's unique 12-digit digital identification system linked to biometrics. It enables instant, electronic verification of identity (eKYC), eliminating the need for physical documents.
  • Payments Layer (UPI):The Unified Payments Interface (UPI) is the robust, real-time payment system that allows immediate money transfers between bank accounts using a simple virtual payment address (VPA). UPI has revolutionized financial transactions in India, handling billions of transactions monthly and is being adopted internationally.
  • Data Layer (Account Aggregator, DigiLocker):DigiLocker provides a secure cloud-based platform for the issuance and verification of digital documents, making physical paperwork obsolete.

The Account Aggregator (AA) framework facilitates the secure and consensual sharing of financial data between regulated institutions, empowering individuals to control their own financial information. 

Global Impact

India's model for DPI and the India Stack is being recognized globally for its role in rapidly advancing financial inclusion and the digital economy. 
  • G20 Presidency: During India's G20 presidency in 2023, DPI was a major agenda item, leading to a global consensus on fostering digital transformation through public infrastructure.
  • International Adoption: Countries like the Philippines, Brazil, Singapore, France, the UAE, and the UK have expressed interest in adopting elements of the India Stack for their own digital ecosystems.
  • Development Aid: The World Bank and IMF have praised the India Stack model for its potential to drive massive socioeconomic growth and help developing nations leapfrog traditional infrastructure development stages. 
The success of the India Stack has cemented India's position as a global leader in utilizing public digital infrastructure for inclusive growth.
