National e-Vidhan Application (NeVA)
The National e-Vidhan Application (NeVA) is an initiative by the Ministry of Parliamentary Affairs (MoPA) to make all state and union territory legislatures in India "paperless" by digitizing their operations. It is a Mission Mode Project under the Digital India Programme, operating on the vision of "One Nation – One Application". 

Core Objectives

The primary aims of the NeVA platform are:
  • Go Green: To save paper by digitizing documents and legislative processes, aligning with the "Swachh Bharat Mission" and contributing to sustainable development goals.
  • Efficiency and Transparency: To streamline the workflow of information exchange within Secretariats and government departments, allowing for smooth House proceedings and public information dissemination.
  • Integration: To bring all 37 legislative houses of the country onto a single, unified digital platform, creating a massive data repository without the complexity of multiple, disparate applications.
  • Empowerment: To equip Members of the Legislative Assembly (MLAs) with tablets and other ICT tools to prepare for debates and carry out their duties efficiently. 

Key Features

NeVA is a member-centric and device-neutral application hosted on India's secure cloud infrastructure, MeghRaj 2.0. 
  • Document Management: It provides real-time access to crucial documents such as the List of Business, agendas, bills, committee reports, notices, and bulletins.
  • Backend Automation: It computerizes all branches of the Legislature Secretariats to ensure seamless electronic flow of data.
  • mNeVA App: A user-friendly mobile application is available on both Android and iOS, making information accessible anytime, anywhere.
  • Multilingual Support: The platform integrates AI/ML-based Bhashini tools for real-time text-to-text and speech-to-text translation services to boost linguistic inclusivity.
  • House Business Modules: The application includes specific modules for managing questions processing, e-voting, e-attendance, and the functioning of various committees. 
Implementation Status
As of December 2025:
  • MoUs Signed: 28 state and UT legislatures have signed Memoranda of Understanding (MoUs) with the Ministry of Parliamentary Affairs for NeVA implementation.
  • Fully Digital Houses: 20 legislative houses have successfully transformed into fully digital, paperless Houses (also called "Digital Houses") by on-boarding the platform. 
The Ministry of Parliamentary Affairs provides technical and financial support for the project's implementation and capacity-building programs for all stakeholders.
