About Kayakalp Scheme
The Kayakalp Scheme is a significant national initiative launched by the Ministry of Health and Family Welfare (MoHFW), Government of India, to promote cleanliness, hygiene, and infection control in public healthcare facilities.
It was launched on May 15, 2015, as an extension of the Swachh Bharat Abhiyan (Clean India Mission).
Main Objectives of the Kayakalp Scheme:
- Promote Cleanliness and Hygiene: To instill a culture of cleanliness, hygiene, and infection control practices in all public health institutions across the country.
- Incentivize and Recognize: To recognize and provide incentives to public healthcare facilities that demonstrate exemplary performance in adhering to the standard protocols of cleanliness and infection control.
- Inculcate a Culture of Assessment: To encourage a system of ongoing self-assessment and peer review of performance related to sanitation and hygiene.
- Create Sustainable Practices: To create and share sustainable best practices related to improved cleanliness in public health facilities, which ultimately lead to better health outcomes for patients.
Key Assessment Parameters (Thematic Areas):
Public healthcare facilities are evaluated against a detailed checklist across several thematic areas, including:
- Hospital/Facility Upkeep: Focuses on the maintenance of infrastructure, appearance, and open spaces.
- Sanitation and Hygiene: Covers the cleanliness of wards, toilets, laboratories, and the use of standard cleaning procedures.
- Waste Management: Emphasizes the proper segregation, collection, and disposal of Bio-Medical Waste (BMW) and general waste.
- Infection Control: Includes surveillance, sterilization practices, and the use of standard and barrier precautions.
- Support Services: Looks at laundry, kitchen, and water sanitation services.
- Hygiene Promotion: Includes activities for patient and community participation and health education.
- Cleanliness beyond the Hospital Boundary: Promotes cleanliness in the hospital's surrounding area.
- Eco-Friendly Facility (a recent addition in many categories): Focuses on environmental sustainability, such as water and energy efficiency.
Scope and Awards:
The scheme covers various levels of public healthcare facilities, from tertiary to primary care. The awards and commendations are given based on a three-tier assessment process (Internal Assessment, Peer Assessment, and External Assessment).
Facilities that achieve a high score (typically 70% or more) are recognized. The awards include cash incentives and citations for the best-performing facilities in different categories, such as:
- Best District Hospitals (DHs)
- Best Community Health Centres (CHCs) / Sub-District Hospitals (SDHs)
- Best Primary Health Centres (PHCs)
- Commendation Awards for facilities scoring above a set threshold.
- Special awards like the "Best Eco-Friendly Facility".
