Skilling for AI Readiness (SOAR) Programme
The Skilling for AI Readiness (SOAR) Programme is a flagship initiative launched by the Ministry of Skill Development and Entrepreneurship (MSDE), Government of India, in July 2025. Its goal is to integrate foundational artificial intelligence (AI) skills into India's school education system and empower both students (Classes 6–12) and educators to thrive in a technology-driven future.β
Programme Objectives and Vision
- The primary aim of SOAR is to build broad-based AI literacy and bridge the digital divide by making AI education accessible across all regions, backgrounds, and socioeconomic groups.β
- It aligns with national goals like Atmanirbhar Bharat and Viksit Bharat 2047, seeking to position India as a global leader in AI readiness and prepare youth for high-demand sectors such as IT and digital innovation.β
Structure and Features
The programme offers three 15-hour progressive modules for students:
- AI to be Aware: Introduction to AI and its daily applications.
- AI to Acquire: Basics of AI programming, machine learning, and neural networks.
- AI to Aspire: Applied AI, ethics, cybersecurity, and AI career pathways.β
- For educators, there is a specialized “AI for Educators” module of 45 hours focusing on teaching AI effectively in classrooms.β
- The curriculum is delivered through blended learning—combining online sessions with hands-on workshops. It also encourages the formation of AI clubs and laboratories in schools.β

Support and Implementation
- The Union Budget 2025-26 allocated βΉ500 crore towards a Centre of Excellence in Artificial Intelligence for Education, supporting the SOAR programme’s ambitions.β
- The implementation leverages collaboration with digital platforms like the Skill India Digital Hub to maximize national reach and accessibility.β
- SOAR will play a central role in vocational and skill-building initiatives (e.g., PMKVY 4.0), further supporting India’s technological and economic growth.β
Societal Impact
- SOAR is designed to reduce the skill gap, promote digital inclusion, and nurture a technologically skilled, ethically aware workforce.
