GST appellate tribunal
The Goods and Services Tax Appellate Tribunal (GSTAT) in India was formally launched on September 24, 2025, by Finance Minister Nirmala Sitharaman. It is a nationwide, unified appellate forum to resolve GST disputes between the Centre and states, providing a streamlined mechanism to reduce litigation delays and bring consistency in rulings. The tribunal will begin hearing cases from December 2025 with staggered filing of appeals allowed until June 30, 2026, to facilitate smooth transition and prioritization of older cases.
Key Features of GSTAT
- The Principal Bench is located in New Delhi, with 31 state benches spread across 45 locations.
- Each bench comprises two judicial members and two technical members (one each from Centre and State) ensuring balanced expertise.
- GSTAT will also serve as the National Appellate Authority for Advance Rulings from April 2026, ensuring uniformity in advance rulings across states.
- The tribunal operates digitally via the GSTAT e-Courts Portal for online filing, tracking, and virtual hearings.
- The appellate process rules were notified in 2025 to provide clearer procedures including timelines for hearings and order pronouncements.
Objectives and Impact
- GSTAT aims to reduce legal frictions and litigation delays, thereby improving cash flow for businesses.
- It supports ease of doing business, particularly benefiting MSMEs and exporters by providing a predictable dispute resolution mechanism.

GSTAT Hearing
GSTAT hearings are scheduled to begin from December 2025. The rollout will proceed as follows:
- The GST Appellate Tribunal (GSTAT) has been launched and will start functioning fully from December 2025 by hearing cases transferred from existing fora and new appeals.
- The Principal Bench will be located in New Delhi, with multiple State Benches across the country to ensure wider accessibility.
- The rollout aims to ease GST litigation, reduce pendency, and unlock business capital by streamlining dispute resolution.
- Cases existing before the new tribunal setup will be transferred and prioritized for faster disposal, with a goal to clear backlog cases by June 2026.
- Digital filing and virtual hearings will be utilized to simplify access, reduce delays, and enable efficient case management.
- From April 2026, the Principal Bench will also act as the National Appellate Authority for Advanced Rulings, adding uniformity to rulings across states.
The rollout is expected to bring a more robust, accessible, and technology-driven dispute resolution mechanism to the GST regime.
