Victim Rights Centre

Why in News?
India’s first Victim Rights Centre (VRC) is being inaugurated in Patna, Bihar by Chief Justice of India, Justice Surya Kant, as a 12‑month pilot under the Bihar State Legal Services Authority (BLSA).

Core Objective & Single-Window Entry
  • End-to-End Coordination: At present, crime victims must navigate multiple uncoordinated channels—including the police, hospitals, courts, and state welfare departments. This centre acts as a single point of entry to consolidate those efforts.
  • Single Standard Record: The centre will maintain a unified case record for every victim, systematically tracking entitlements until the case reaches total resolution or the victim seeks formal closure.
Eliminating Secondary Victimisation
  • Narrative Protection: Victims will no longer endure the trauma of repeatedly narrating the details of a crime before multiple distinct legal and medical authorities.
  • Inter-Agency Accountability: The facility functions under strictly defined internal timelines to guarantee that state agencies provide timely, compassionate delivery of statutory financial and social relief.
Institutional Alignment & Statutory Framework
  • Legal Services Act: The centre is established under the statutory powers of Section 12 of the Legal Services Authorities Act, 1987, which mandates free and competent legal support to vulnerable sections of society.
  • Systemic Integration: The project moves India's penal framework closer to global victim-centric models, aligning with international milestones like the UNODC Victim Support Standards and India's newly enforced victim protection laws.
