United Nations Convention to Combat Desertification (UNCCD)

Why in News?
The United Nations Convention to Combat Desertification (UNCCD) is recently in the news because its 17th session of the Conference of the Parties (COP17) officially opened in Ulaanbaatar, Mongolia, running from August 17 to 28, 2026.

Origin & Institutional Framework
  • Establishment: Adopted in Paris on June 17, 1994, and officially entered into force in December 1996.
  • Rio Convention: It is one of the three major "Rio Conventions" born out of Agenda 21 at the 1992 Rio Earth Summit, alongside the UNFCCC (Climate) and CBD (Biodiversity).
  • Legally Binding: It is the only internationally legally binding framework created to holistically tackle land degradation, desertification, and drought.
  • Global Membership: It has near-universal ratification with 197 Parties (196 member countries plus the European Union).
Mandate & Target Areas
  • Target Ecosystems: Specifically focuses on drylands, which include arid, semi-arid, and dry sub-humid geographical areas hosting vulnerable ecosystems.
  • Strategic Objective: Governed by the 2018–2030 Strategic Framework, its ultimate benchmark is achieving Land Degradation Neutrality (LDN), ensuring the global area of healthy land remains stable or increases.
  • Human-Centric Approach: Focuses on the socio-economic impacts of land deterioration, such as forced migration, food insecurity, poverty, and conflict.
Operational Methodologies
  • Bottom-Up Principle: Uniquely emphasizes a decentralised, participatory approach, mandating that national plans actively incorporate local populations, rural communities, and NGOs.
  • National Action Programmes (NAP): The structural mechanism through which countries execute localized, practical strategies to restore soil productivity and manage water scarcity.
  • Gender Focus: Stresses women's equity, as women constitute roughly 43% of the global agricultural workforce and are disproportionately affected when land degrades.
Global Initiatives
  • Great Green Wall Accelerator: A high-profile initiative hosted via the UNCCD Global Mechanism to fund, monitor, and restore degraded land across Africa’s Sahel region.
  • Business4Land (B4L): A specialized platform that actively targets private-sector engagement and investments to scale up sustainable corporate agriculture and land restoration.
  • World Day to Combat Desertification: Celebrated annually on June 17 to continuously drive international awareness toward sustainable land stewardship.
