Why in News?
ULPIN and DIGIPIN are recently in the news because the Government of India has decided to pilot their integration so that land records (ULPIN) and digital addresses (DIGIPIN) talk to each other seamlessly for better public service delivery.
 

Understanding ULPIN (Bhu-Aadhar)
  • ULPIN Stand For: Unique Land Parcel Identification Number
  • What it is: Often called the "Aadhaar for Land", ULPIN is a unique 14-digit alphanumeric identification number assigned to every surveyed land parcel in India.
  • Nodal Program: It operates as a critical component of the Digital India Land Records Modernization Programme (DILRMP) managed by the Ministry of Rural Development.
  • The Mechanism: The 14-digit code is generated based on international spatial standards (ECCMA and OGC) using the exact latitude and longitude coordinates of the land's vertices.
  • Core Purpose: It acts as a single, authoritative source of truth to prevent property fraud, settle land disputes, and clean up outdated rural land records.
  • Benefits: Enables quick property registration, builds comprehensive national land banks, and establishes a clear timeline of property transactions through a single-window citizen portal.
Understanding DIGIPIN
  • DIGIPIN Stand For: Digital Postal Index Number
  • What it is: DIGIPIN (Digital Postal Index Number) is India's next-generation, open-source, geo-coded digital addressing system spearheaded by the Department of Posts.
  • The Developers: The system was built by India Post in technical collaboration with IIT Hyderabad and the National Remote Sensing Centre (NRSC), ISRO.
  • Grid Architecture: It mathematically divides the entire geographical territory of India into tiny 4-metre × 4-metre grid squares.
  • The Code Format: Each 4x4m grid is assigned a 10-character alphanumeric code derived directly from GPS coordinates.
  • Key Improvements over PIN Codes:
    • Traditional 6-digit PIN codes identify broad postal delivery zones.
    • DIGIPIN pinpoints an exact physical structure or doorstep.
    • It remains unaffected by changes in local street names or complex, unnumbered addresses in slums and rural areas.
  • Address as a Service (AaaS): It serves as a layer of Digital Public Infrastructure (DPI) that operates both online and offline, facilitating logical direction routing.
