The Tobacco-Free Educational Institutions (ToFEI) Application is in the news because the Ministry of Health and Family Welfare officially launched its pilot digital version on Friday, May 29, 2026.
 

Core Functions of the Application
  • Institutional Self-Assessment: Schools and colleges must download the application, conduct internal inspections, and upload real-time proof of tobacco-free environments.
  • Standardised Scoring Matrix: Campuses must secure a calculated compliance score of 90% or higher on the platform to earn a provisional ToFEI certificate, which is later locked via physical validation by an authorized officer.
  • Automated Accountability: If an educational center drops below the target health standards, the platform immediately triggers automated non-compliance warning emails to the school administration.
Key Campus Compliance Metrics Checked by the App
  • The 100-Yard Exclusion Rule: Enforces an absolute ban on the marketing or commercial sale of any tobacco items within a 100-yard buffer zone surrounding the outer perimeter of the school wall.
  • Mandatory Warning Signages: Verifies that prominent "Tobacco-Free Area" notice boards are placed inside the campus and right at the primary entry gates.
  • Designated Tobacco Monitors: Requires institutions to nominate specific staff members as "Tobacco Monitors" and publish their contact information directly on the warning signages.
  • Code of Conduct Integration: Institutions must embed a zero-tolerance "No Tobacco Use" policy into their internal disciplinary guidelines.
  • Mandatory Awareness Events: Campus teams must record and report anti-tobacco awareness campaigns or competitions at least once every six months.
