The Standards of Quality of Service (Duration of Advertisements in Television Channels) (Repealing) Regulations, 2026

Why in News?
The Telecom Regulatory Authority of India (TRAI) issued the Standards of Quality of Service (Duration of Advertisements in Television Channels) (Repealing) Regulations, 2026 on 10 September 2026.

The Core Changes
  • End of the 12-Minute Cap: Broadcasters are no longer bound by the rigid 12-minute-per-hour limit on commercials.
  • Complete Revocation: The new 2026 regulations completely repeal the older Standards of Quality of Service (Duration of Advertisements in Television Channels) Regulations, 2012, alongside all subsequent orders and directions issued under them.
  • Effective Date: The repeal formally takes effect upon its publication in the Official Gazette.
  • Past Actions Unaffected: The repeal does not invalidate or affect any legal actions, orders, or compliance issues handled by TRAI while the 2012 regulations were actively in force.
Reasons for the Policy Shift
  • Massive Market Expansion: The 12-minute cap was originally introduced in 2006 when India had only 62 TV channels. Today, the landscape has expanded to over 900 active channels, drastically altering the media ecosystem.
  • Parity with Digital Media: Traditional TV channels faced an unlevel playing field against digital streaming and social media platforms, which operate with no ad-duration restrictions.
  • Ease of Doing Business: The removal aims to foster fair competition, give broadcasters more operational flexibility, and allow market demand to naturally dictate commercial inventory.
Impact on Broadcasters & Viewers
  • Revenue Flexibility: Television networks now have greater freedom to package, schedule, and heavily monetize high-demand programming (like major sporting events or prime-time finales).
  • Market-Driven Constraints: While the legal cap is gone, actual ad volume will likely be controlled by viewer tolerance, audience behaviour, and competitive market strategies to avoid alienating subscribers.
