Why in News?
The Union Cabinet, chaired by Prime Minister Narendra Modi, officially approved a ₹10,000 crore commitment on October 6, 2026, to establish the SME Growth Fund (SGF). First proposed in the Union Budget 2026-27, this capital is geared toward providing long-term equity to small and medium enterprises, helping them transition into global industry leaders.
Fund Structure & Administration
- Corpus Size: A dedicated government commitment of ₹10,000 crore.
- Investment Model: It will operate as an Alternative Investment Fund (AIF) framework to make direct equity and equity-related investments.
- Collaboration: Setup jointly by the Ministry of Micro, Small and Medium Enterprises (MSME) and the Ministry of Finance.
- Professional Management: The fund will be run by professional fund managers targeting businesses with strong corporate governance.
Primary Objective & The "Missing Middle"
- Patient Capital: Focuses on providing long-term risk capital ("patient equity") without the immediate stress of debt repayment.
- Target Audience: Specifically addresses the "missing middle"—high-potential SMEs that are past the micro/early startup phase but need capital to scale. Existing equity funds predominantly focus only on micro-enterprises and early-stage setups.
- Eligible Sectors: High-potential SMEs across manufacturing, technology, services, innovation-driven sectors, and strategic value chains.
Eligibility Criteria for SMEs
- Proven Track Record: Companies must demonstrate a consistent history of operational viability and product innovation.
- Scalability: Focuses on businesses capable of expanding capacity to sustainably meet global demand.
- Official SME Classification (Effective April 2025):
- Small Enterprise: Investment up to ₹25 crore; Turnover up to ₹100 crore.
- Medium Enterprise: Investment up to ₹125 crore; Turnover up to ₹500 crore.
Expected Economic Impact
- Global Competitiveness: Helps Indian companies scale up production, adopt advanced technologies, and seamlessly integrate into global value chains.
- Regional Development: Active focus on industrial clusters located in Tier-II and Tier-III cities to ensure balanced regional growth.
- Employment Generation: The expansion of manufacturing capacities is projected to create high-quality employment opportunities across local supply chains.
- Long-term Vision: Serves as a vital structural pillar pushing towards the national targets of Atmanirbhar Bharat and Viksit Bharat @ 2047.
