Why in News?
The Ministry of Social Justice and Empowerment released official updates detailing how the VCF-SC successfully transformed grassroots startup visions into high-tech, profit-making enterprises.

Background & Objective
  • Launch Year: Initiated during the 2014-15 fiscal year under the head of Social Sector Initiatives.
  • Nodal Ministry: Administered by the Ministry of Social Justice and Empowerment, Government of India.
  • Primary Mission: To build entrepreneurship among Scheduled Castes who focus on innovation and growth technologies by providing concessional finance.
  • Social Goal: Drive financial inclusion, stimulate wealth creation, and foster direct/indirect job creation within the community.
Fund Structure & Corpus
  • Fund Registration: Formed as an Alternative Investment Fund (AIF) under SEBI Regulations, 2012.
  • Key Stakeholders: The Government of India acts as the anchor investor, while IFCI Venture Capital Funds Ltd. serves as the sponsor, settler, and asset management company.
  • Fund Corpus: Started with an initial capital of ₹200 crores, which has grown to a corpus of ₹750 crores via annual government supplements.
Financial Assistance Limits & Interest Rates
  • Quantum of Assistance: Offers financial support ranging from a minimum of ₹10 lakhs up to ₹15 crores.
  • Interest/Coupon Rate: Provided through debt or convertible instruments at a highly concessional rate of 4% per annum.
  • Priority Benefits: Scheduled Caste women and differently-abled entrepreneurs get a specialized relaxed rate of 3.75% per annum.
  • Equity Investment: If funded through equity, the fund targets an 8% per annum return or market valuation at exit, whichever is higher.
Funding Pattern & Ratios
  • Projects up to ₹5 Crores: The fund supports a maximum of 75% of the project cost, while promoters cover the remaining 25%.
  • Projects above ₹5 Crores: The fund finances up to 50% of the project cost. The rest is shared: at least 25% must come from banks/financial institutions, and the balance 25% from the promoters.
  • Shareholding: Eligible Private Limited or Public Limited companies must have at least 51% shareholding held by SC entrepreneurs with active management control.
  • Time Constraint: This 51% stake must have been held for at least 6 months (for loans under ₹50 lakhs) or 12 months (for loans exceeding ₹50 lakhs).
  • Ambedkar Social Innovation and Incubation Mission (ASIIM): An allied initiative under the VCF-SC that scans higher education centers to find SC student startup ideas.
  • Seed Stage Support: It awards ₹30 lakhs over 3 years as equity funding. Successful ventures then seamlessly qualify for the main tier funding of up to ₹15 crores under VCF-SC.
