Why in News?
The SAMAVESH Portal is in the news because the Department of Social Justice & Empowerment (DoSJE) successfully completed the full digital migration of the Nasha Mukt Bharat Abhiyaan (NMBA) portal to the centralized SAMAVESH platform.
Development and Administration
- Nodal Ministry: It is conceptualized and administered by the Ministry of Social Justice and Empowerment (MoSJE), Government of India.
- Technical Developer: The portal was developed and deployed by the National e-Governance Division (NeGD) under the Ministry of Electronics and Information Technology.
- Core Philosophy: True to its name "Samavesh" (which translates to Inclusion), the platform serves as an umbrella framework designed to integrate diverse social welfare schemes into one interface.
Single Window for Multiple Citizen Portals
SAMAVESH functions as a centralized gateway for marginalized, historically excluded, and vulnerable groups. It integrates specific thematic sub-portals, including:
- Nasha Mukt Bharat Abhiyaan (NMBA): For anti-drug advocacy, de-addiction reporting, tracking institutional centers, and public awareness campaigns.
- National Overseas Scholarship (NOS): Streamlines applications, verification, and automated fund releases directly to global universities for SC, ST, and OBC students studying abroad.
- SMILE Scheme: Dedicated sub-portals for the welfare and enterprise tracking of Transgender Persons and rehabilitation support for individuals engaged in act of begging.
- Senior Citizens Welfare (SCW): To monitor social security, active aging initiatives, and elderly support programs.
- National Helpline Against Atrocities (NHAA): Provides automated mechanisms to register grievances and track legal recourse regarding community-based atrocities.
Key Structural Functions
- Unified Login Integrity: Existing user credentials for individual departments remain valid on the migrated portal, preventing administrative downtime for field workers.
- Digital Public Pledges: Hosts the national anti-drug e-Pledge drive to encourage civic participation.
- Mitr Volunteer Management: Manages registrations and assignments for "Nasha Mukti Mitrs" (community de-addiction volunteers) working at the grassroots level.
- Real-time Analytics: Provides governance dashboards to analyze regional disparities in scheme deployment, helping officers track who is dropping out of welfare benefits.
