Why in News?
Samarth Panchayat Portal is a centralised digital platform developed by the Ministry of Panchayati Raj, Government of India, to digitise and monitor Own Source Revenue (OSR) of Gram Panchayats, making rural local bodies more financially selfโreliant and transparent.
Primary Objective: Financial Autonomy
The core aim is to help Panchayats become Aatmanirbhar (Self-Reliant) by strengthening their Own Source Revenue (OSR). OSR includes local taxes, user fees, and rents that Panchayats collect directly rather than depending solely on government grants.
Key Functionalities
- Digital Tax Collection: Enables UPI-based online payments for property taxes and other local levies.
- Demand Generation: Automatically generates demand notices for taxpayers, reducing manual errors and leakages.
- Asset Mapping: Maintains a digital register of all Panchayat-owned assets (buildings, lands, etc.) to ensure better lease and rent management.
- Real-time Monitoring: Provides a centralized dashboard for district and state officials to track revenue collection and financial health across all blocks.
- Property Mapping: Links property records with local revenue systems to ensure every eligible property is taxed transparently.
Transparency and Governance
- Simplified Admin: Reduces paperwork for Gram Panchayat Secretaries and officials through automated tax registers.
- Citizen Services: Residents can log in to view their dues, pay taxes online, and instantly download payment receipts.
- Financial Accountability: Digitization seals "leakage points" where revenue might previously have gone unrecorded.
