Sagar Samvad

Why in News?
  • The National Shipping Board (NSB) convened the inaugural edition of Sagar Samvad (Ocean Dialogue) on 25 August, 2026 in New Delhi, chaired by the Union Minister of Ports, Shipping and Waterways, Sarbananda Sonowal.
  • At this dialogue, the government unveiled a strategy to add 100 Indian-flagged merchant vessels over the next five years to reduce India’s heavy dependence on foreign liners and curb an annual foreign freight outflow of approximately $75 billion (~₹6.3 lakh crore).
Objectives & Theme
  • Thematic Goal: The event was themed “Charting the Roadmap Towards Maritime India Vision 2030 and Maritime Amrit Kaal Vision 2047”.
  • Official Motto: The core line of the dialogue is “Wisdom in the Ocean, Progress in the Nation”.
  • Stakeholder Assembly: It successfully brought together policymakers, shipowners, maritime technocrats, financiers, and young training cadets under one roof.
The Five-Point Roadmap
To make Indian shipping globally competitive—countering the fact that operating under an Indian flag is currently 16% to 20% costlier than foreign alternatives—the NSB proposed:
  • Fiscal Reforms: Restructuring domestic taxes on ship imports, freight, and maintenance services.
  • Assured Cargo Support: Securing definitive domestic trade cargo for Indian-flagged shipowners.
  • Competitive Financing: Providing shipowners with easier access to low-interest capital.
  • Regulatory Streamlining: Simplifying maritime bureaucratic approvals.
  • Ease of Doing Business: Creating a friction-free operational ecosystem for global maritime trade.
Focus on Maritime Labour Force
  • Global Workforce Hub: Chaired by Labour Minister Mansukh Mandaviya, a major segment focused on elevating India's share of the global shipping workforce by 2030.
  • Seafarer Welfare: Addressed critical industry pain points, including seafarer wage taxation, pension gaps, and safety provisions.
  • Inclusivity & Growth: Drafted initiatives to eliminate gender disparity and train youth for high-demand modern segments like cruise shipping and green shipbuilding.
Key Digital & Policy Launches
  • Official Website: The first official digital portal for the National Shipping Board was launched during the session.
  • Annual Report Release: NSB Chairperson Sameer Kumar Khare submitted the statutory board's comprehensive Annual Report for 2025–26 detailing policy advice.
  • Digital Grievance Redressal: Highlighted the implementation of the 'East Samudra' portal for 24x7 seafarer grievance resolution and the newly launched Seafarers Tracking Module.
