Research Development and Innovation Fund
Why in News?
The Research, Development and Innovation Fund (RDIF) is in the news because the Anusandhan National Research Foundation (ANRF) officially announced the approval of its first cohort of 19 Second Level Fund Managers (SLFMs) with a total commitment of ₹7,131 crore on 12 October 2026.
Overview and Structure
- Nodal Authority: It is a flagship initiative managed under the Department of Science and Technology (DST), Ministry of Science and Technology, Government of India.
- Financial Corpus: Backed by an ambitious total outlay of ₹1 lakh crore (₹1,00,000 crore) over six years.
- Two-Tier Funding Model:
- Tier 1: The entire corpus is held under a Special Purpose Fund (SPF) housed inside the newly formed Anusandhan National Research Foundation (ANRF).
- Tier 2: Capital is channelled to the market via Second-Level Fund Managers (SLFMs) like Alternative Investment Funds (AIFs), DFIs, NBFCs, and technology development boards (e.g., Technology Development Board - TDB and BIRAC).
Core Objectives
- Catalysing Private Investment: Designed to switch India's R&D model from being purely government-led to government-catalyzed and private sector-led. The government expects the fund to leverage taxpayer money to crowd in an additional ₹4–5 lakh crore from private industries.
- Bridging the "Financing Gap": Provides long-term, patient capital for high-risk, capital-intensive technology segments that traditional banks hesitate to finance.
- Self-Reliance (Atmanirbhar Bharat): Aims to secure technological sovereignty, decrease India's reliance on imported high-tech equipment, and advance the national goal of Viksit Bharat 2047.
Key Features of Funding
- Concessional Financing: The fund offers collateral-free, low-cost or zero-interest long-term loans as well as equity investments.
- High TRL Focus: Specifically targets projects at Technology Readiness Level 4 (TRL 4) and above. This means the technologies must have already moved past basic laboratory research and are ready for validation, prototype scaling, and commercial deployment.
- Deep-Tech Asset Class: Facilitates the setting up of a dedicated Deep-Tech Fund of Funds (FoF).
Governance Architecture
- Strategic Direction: Guided by the ANRF Governing Board, which is chaired by the Prime Minister of India.
- Administrative Approval: Monitored by an Empowered Group of Secretaries (EGoS) led by the Cabinet Secretary, which reviews fund performance and approves eligible sectors and fund cohorts.
- Rigorous Evaluation: Projects and fund managers undergo multi-stage screenings through independent Expert Advisory Committees with strict conflict-of-interest and recusal protocols.
