Republic of India and the Socialist Republic of Vietnam Relation
Why in News?
The bilateral relationship is recently in focus due to the State Visit of Vietnamese President To Lam to India from May 5–7, 2026. This visit marks a historic upgrade in ties exactly 10 years after the establishment of their Comprehensive Strategic Partnership.
Key MoUs Exchanged
- Digital Connectivity: MoU between NIPL (India) and NAPAS (Vietnam) on cross-border QR code interoperability.
- Culture & Education: Cultural Exchange Programme (2026–2030) and a partnership between Nalanda University and Ho Chi Minh National Academy of Politics (HCMA).
- Health & Technology: Regulation of medical products (CDSCO-DAV) and cooperation in IT between the Ministry of Electronics and Information Technology (India) and the Ministry of Science and Technology (Vietnam).
- Audit & Tourism: Cooperation in public sector auditing and a memorandum in tourism.
- Scientific & Regional Ties: Agreements on rare elements research (IREL-ITRRE) and a sister city pact between Mumbai and Ho Chi Minh City.
Defence and Security
- Strategic Pillar: Defence remains the strongest pillar. India provides extensive training for Vietnamese Su-30MKI pilots and submarine crews.
- BrahMos Deal: Discussions are in final stages for a βΉ5,800 crore (~$700 million) deal for India to supply the BrahMos supersonic cruise missile system to Vietnam.
- Hardware Support: India previously gifted the active-duty missile corvette INS Kirpan to Vietnam in 2023, the first such gift of a functional warship to any country.
- Lines of Credit: India has provided multiple Defence Lines of Credit (LoC) for the procurement of patrol boats and other military equipment.
Economic and Infrastructure Relations
- Adani Port Project: The Adani Group is moving forward with a $2 billion investment in the Lien Chieu Port in Danang. Construction of "Component B" (private container berths) is expected to begin in early 2026.
- Investment Priority: Indian investments in Vietnam total over $1.9 billion across 340+ projects in sectors like energy, mineral exploration, and IT.
- Agriculture: New market access agreements will allow Indian grapes and pomegranates into Vietnam, while Vietnamese pomelos and durians will enter the Indian market.
Energy and Technology
- Oil & Gas: India’s ONGC Videsh Limited (OVL) maintains a long-standing presence in offshore oil blocks in the South China Sea, partnered with PetroVietnam.
- Critical Minerals: A new MoU signed in May 2026 focuses on cooperation in rare earth elements and emerging technologies.
- Space & IT: Cooperation includes a satellite tracking and data processing facility being implemented by India in Vietnam.
Cultural and Historical Ties
- Ancient Links: Deeply rooted in Buddhism and the Cham civilization (Hindu influences in central Vietnam).
- Archeological Cooperation: The Archaeological Survey of India (ASI) has been instrumental in restoring the My Son Sanctuary, a UNESCO World Heritage site in Vietnam.
- Modern Solidarity: Vietnam’s founding father Ho Chi Minh and India’s Mahatma Gandhi shared mutual respect, forming the bedrock of modern political trust.
Strategic Significance
- ASEAN Anchor: Vietnam is a key pillar for India’s engagement with the ASEAN bloc.
- South China Sea: Both nations advocate for the UNCLOS 1982 (United Nations Convention on the Law of the Sea) to ensure freedom of navigation.
- Supply Chain Diversification: As global companies look for "China Plus One" strategies, India and Vietnam are collaborating to build resilient electronics and semiconductor supply chains.
