Why in News?
The National Medical Commission (NMC) issued a national advisory directing all medical colleges, healthcare institutions, and universities across India to actively adopt and utilize the Indian Council of Medical Research's (ICMR) Medical Innovations Patent Mitra platform.
 

Overview & Objectives
  • What It Is: A centralized, expert-driven digital platform acting as an institutional Intellectual Property (IP) incubator for India’s healthcare and biomedical sectors.
  • Lead Executing Agency: It was developed and is managed by the Indian Council of Medical Research (ICMR).
  • Key Collaboration: It operates under the guidance of NITI Aayog, in partnership with the Department of Pharmaceuticals (DoP) and with support from the Department for Promotion of Industry and Internal Trade (DPIIT).
  • The Mission: To eliminate the steep financial and bureaucratic hurdles of patent filing. It moves high-value medical discoveries out of laboratory notebooks and into the market as practical, affordable healthcare devices, diagnostics, and therapeutics.
Who Can Apply?
The platform offers its complete suite of services to a wide array of domestic medical innovators, including:
  • ICMR Intramural Institutes and ICMR Extramural Grantees.
  • Medical Colleges and Institutes (both government and private).
  • Startups registered with the DPIIT.
  • Any independent institute-led biomedical innovators across India.

  • Zero Cost: Handholding assistance and end-to-end patent management are provided fully government-funded (at no cost to the innovator).
  • Patentability Assessment: Expert evaluation of research to see if it qualifies for international or domestic patenting.
  • Filing & Prosecution Support: Full assistance with the strategic drafting, filing, and legal prosecution of patents in India.
  • Patent Maintenance: Financial and administrative support to maintain successful patents for up to 5 years.
  • Technology Transfer: Bridging the gap via the Innovators-to-Industry (I2I) Connect framework to securely transfer technology to manufacturing industries through simplified processes like paperless Expressions of Interest (EoI).
