Why in News?
The Ministry of Culture has officially invited applications across the country for various components of the Kala Sanskriti Vikas Yojana (KSVY) for the Grant Year 2026–27.
 

Overview & Nature
  • Umbrella Scheme: Functions as a comprehensive parent framework containing multiple sub-schemes to preserve India's art and heritage.
  • Nodal Ministry: Administered fully by the Ministry of Culture, Government of India.
  • Central Sector Scheme: Funded 100% directly by the Central Government.
  • Direct Disbursement: Funds bypass state governments and are given directly to artists or organizations via Direct Benefit Transfer (DBT).
  • No Regional Quotas: Grant allocation is based purely on individual application merit rather than strict state-wise or district-wise quotas.
Objectives
  • Heritage Preservation: Safeguards both tangible historical assets and vulnerable intangible cultural expressions.
  • Financial Upliftment: Assists traditional, folk, tribal, and classical artists who face financial hardships.
  • Guru-Shishya Parampara: Actively sustains the classic master-disciple learning lineage in Indian performing arts.
The Eight Main Sub-Schemes & Financial Components
Sub-Scheme Component Core Purpose & Target Group Key Financial Benefit
1. Guru-Shishya Parampara (Repertory Grant) Supports training under an expert master in theatre, dance, or music. β‚Ή15,000/month for the Guru; β‚Ή2,000 to β‚Ή10,000/month per disciple (up to 18 disciples).
2. Promotion of Art & Culture Offers Cultural Function & Production Grants (CFPG) to dramatic and music groups. Generally, up to β‚Ή5 Lakhs per seminar/production (up to β‚Ή20 Lakhs in unique cases).
3. Scholarship & Fellowship Scheme Promotes advanced training for young talents aged 18–25 years across diverse art fields. β‚Ή5,000/month scholarship spanning an active duration of 2 years.
4. Financial Assistance for Veteran Artists Supports seasoned artists and cultural scholars aged 60 and above living in penury. Pension support of up to β‚Ή6,000/month (transferable to a spouse upon demise).
5. Seva Bhoj Yojana Reimburses tax to central/religious institutions providing free community kitchens. Complete reimbursement of CGST and the Central share of IGST on raw food items.
6. Tagore Cultural Complexes (TCC) Builds or modernizes large state-of-the-art performance and exhibition spaces. Funding grants normal limit up to β‚Ή15 Crore per infrastructure project.
7. National Gandhi Heritage Site Mission Manages, conserves, and archives tangible materials or sites connected to Mahatma Gandhi. Project-specific financial preservation and database creation grants.
8. National Award Scheme Recognizes landmark contributions towards national cultural integration and peace. Institutional monetary awards and state honours.
 
Monitoring and Transparency
  • Output-Outcome Framework: The Ministry utilizes strict evaluation guidelines mandated by NITI Aayog to check on-ground program success.
  • Financial Auditing: Recipient entities must submit formal Utilization Certificates certified by a Chartered Accountant, backed by photographic or video evidence.
  • Surprise Inspections: Central ministry officials conduct regular physical, on-site spot checks to curb fund mismanagement.
