Integrated Transport and Logistics Authority (ITLA)

Why in News?
On 6 October 2026, the Union Cabinet chaired by Prime Minister Narendra Modi approved the establishment of a Special Purpose Vehicle (SPV) called the Integrated Transport and Logistics Authority (ITLA).

Role and Mandate
  • Apex Institutional Body: ITLA acts as the centralized authority for integrated transport planning, research, policy support, and project monitoring.
  • Sectors Covered: It encompasses roads, railways, ports & shipping, civil aviation, inland waterways, coastal shipping, urban mobility, and overall logistics.
Master Plan Formulation
  • Long-Term Strategy: ITLA will formulate a comprehensive National Transport Master Plan with a horizon of 10 years or more.
  • Cross-Checking Sub-Plans: It will evaluate the annual plans and 5-year short-term sectoral plans of separate transport ministries to ensure they align seamlessly with the master plan.
Project Evaluation Threshold
  • ₹500 Crore Limit: The authority will technically appraise and monitor all Central Government infrastructure projects costing ₹500 crore or more.
  • Issue Resolution: It will operate a coordinated mechanism to resolve implementation bottlenecks for these major projects.
  • Post-Project Review: ITLA will conduct post-implementation impact assessments to verify if completed infrastructure projects met their targeted outcomes.
  • Note: Financial appraisals will continue to be handled by existing government mechanisms.
Technology & Data Integration
  • National Transport Data Repository (NTDR): ITLA will build a unified data warehouse by pulling datasets from existing platforms like FASTag, Vahan, GSTN e-way bills, GPS-based tracking, and urban traffic management systems.
  • Advanced Analytics: The repository will run big data analytics, such as freight-flow and origin-destination analysis, to aid future logistics mapping.
Broader Goals & Policy Support
  • National Logistics Policy: It will assist in reviewing and updating the National Logistics Policy (2022).
  • Skill & Capacity Building: The body is tasked with running training, skilling, and capacity-building initiatives within the logistics industry.
  • Vision 2047 Alignment: The establishment aims to advance India's "Vision 2047" targets by lowering logistics costs, reinforcing multimodal connectivity, and optimizing national infrastructure efficiency.
