GST reforms

Why in News?
The Goods and Services Tax (GST) reforms are in the news because the 57th GST Council Meeting just concluded under Union Finance Minister Nirmala Sitharaman, introducing "GST 2.0" taxpayer-friendly process reforms.

Relief from Legal & Litigation Pressure
  • Penalty Reduction: The maximum general penalty for procedural errors has been slashed from ₹25,000 down to ₹10,000.
  • No Petty Notices: Tax authorities will no longer issue tax notices for discrepancies involving amounts below ₹10,000.
  • Minimalist Action: Taxpayers facing delays will only be liable to pay the standard recovery amount, interest, and proportionate penalty. No additional harsh administrative actions can be taken beyond these.
Faster Refunds & Improved Cash Flow
  • Accelerated Timelines: The deadline to formally acknowledge tax refund claims has been reduced to 10 days (down from 15 days).
  • Rapid Release: Based on systematic risk assessment, the government plans to release 90% of provisional refund claims within 3 working days of acknowledgement.
  • Expanded Inverted Duty Structure: The facility to claim refunds under the inverted duty structure will be extended to input services starting 1 November 2026.
Registration and Business Operations
  • Faceless Assessment: The government plans to introduce a faceless tax assessment model for businesses registered across multiple states to reduce face-to-face friction.
  • Single-State E-commerce Registration: Small e-commerce operators can now register in a single State rather than having to register in every individual state where they sell goods.
  • Easy Business Closure: The multi-step closure process involving physical officer visits and multiple signatures has been simplified, making closing a business as friction-free as starting one.
  • Annual Return Scheme: An optional scheme is being finalized for consumer-facing businesses with a turnover of up to ₹5 crore, allowing them to file returns once a year instead of quarterly.
Summary of the Core Slabs
For context, this process reforms build directly upon the foundational GST 2.0 structure that compressed multiple previous tax brackets into a simplified system:
Tax Slab Category Key Items Covered
0% (Exempt) Absolute Essentials Individual health & life insurance, UHT milk, paneer, and local Indian breads.
5% (Merit Rate) Daily Goods & MSMEs Packaged foods, footwear/apparel (≤₹2500), renewable energy devices, and agricultural machinery.
18% (Standard Rate) General & Durables Small cars, two-wheelers (≤350cc), cement, TVs, and commercial vehicles.
40% (Demerit Rate) Luxury & Sin Goods High-end luxury cars, tobacco products, pan masala, and items with added sugar.
