EPF Scheme 2026

Why in News?
The Employees' Provident Fund (EPF) Scheme, 2026 is in the news because the Ministry of Labour and Employment officially notified it to replace the legacy EPF Scheme of 1952.

Key Changes for Employees
  • Simplified Partial Advances: The previous list of 13 rigid advance categories has been compressed into 3 primary categories.
  • Retirement Safety Net: A new 25% minimum balance rule ensures members cannot completely empty their account, preserving a portion strictly for retirement.
  • Essential Advance Limits: Partial withdrawals for illness, education (up to 10% per career), and marriage (up to 5 times per career) are capped under the new essential needs criteria.
  • Job Loss Security: In cases of unemployment, members can immediately access up to 75% of their PF balance (including employer contributions and interest), while the remaining 25% unlocks after one continuous year of unemployment.
  • Flexible VPF: Voluntary Provident Fund (VPF) contributions can now be initiated, scaled down, or halted at any time, removing the rigid annual lock-in periods.
  • Fast-Track Settlements: The statutory timeline for EPFO to process pension and withdrawal claims has been slashed down to a maximum of 20 days.
Elements That Remain Unchanged
  • Contribution Percentages: The mandatory contribution rate stands firm at 12% of wages for both the employer and employee.
  • Wage Ceiling: The statutory ceiling for mandatory contributions is retained at ₹15,000 per month (contributions above this are formally categorized as voluntary).
  • Permanent UAN: The Universal Account Number (UAN) continues to serve as the permanent, lifelong identifier across job switches.
  • Interest Rates: The core interest rate remains anchored to the globally approved structural rate (declared at 8.25% for the preceding cycle).
  • EDLI Insurance Cover: Employees' Deposit Linked Insurance remains active, providing a minimum payout of ₹2.5 lakh (for 12 months of continuous service) up to a max cap of ₹7 lakh.
Compliance & Employer Updates
  • 100% Paperless Electronic Filings: All physical paper submissions are eliminated; mandatory forms like Form V (Consolidated Employee Return) must be completed electronically within 15 days.
  • Contractor Liability Fix: Principal employers are now explicitly and legally liable for the PF compliance of both registered and unregistered contractor employees.
  • Stricter Private PF Trust Rules: Exempted corporate PF trusts face rigid compliance, including mandatory dematerialised investments, strict annual audits, and a cap ensuring they cannot credit interest higher than 200 basis points above the standard EPFO notified rate.
  • Disaster Relief Clauses: The Central Government now holds the statutory power to defer or reduce mandatory PF contributions for up to 3 months at a time during pandemics, epidemics, or national disasters.
