Why in News?
The Union Minister for Rural Development, Shivraj Singh Chouhan, officially launched the operational guidelines for DILRMP 3.0 (Digital India Land Records Modernization Programme Phase 3) on 10 September 2026.
The Federated "Land Stack"
- Unified Public Infrastructure: Moves beyond single registries to combine maps, land ownership details, property registrations, and legal court cases into one system.
- Interoperable APIs: State-level databases will link via APIs to form a centralized National Land Stack while keeping data ownership at the state level.
Universal Bhu-Aadhaar (ULPIN)
- 14-Digit Identifier: Every individual plot or land parcel across the country will receive a 14-digit Unique Land Parcel Identification Number (ULPIN).
- Fraud Prevention: Establishes a permanent, distinct identity for plots to curb property fraud and ease identity verification.
Spatial & Map Modernization
- Georeferencing: Cadastral maps will be completely digitized and embedded with absolute geographic and spatial coordinates.
- Urban Mapping (NAKSHA): The program accelerates the NAKSHA pilot project in urban regions to formulate accurate property cards for urban landowners.
Administrative Upgrades
- Registration Seva Kendras: 75 high-traffic Sub-Registrar Offices (SROs) will be physically modernized into sleek service centers modelled after Passport Seva Kendras.
- Paperless Courts: The Revenue Court Case Management System (RCCMS) will link straight to active land records to cut short long, costly legal battles.
Funding and Administration
- 100% Central Funding: The scheme functions as a Central Sector Scheme, meaning the central government covers all costs with zero burden on states.
- Performance-Linked Payouts: Funding releases are strictly milestone-based and processed via the Public Financial Management System (PFMS).
- Real-time Oversight: Implementation progress will be tracked instantly through a dedicated DILRMP-MIS dashboard.
- New Financial Blueprint: The government approved a ₹565.50 crore budget for a five-year roadmap covering 2026–2031.
- Tackling Public Grievances: The rollout addresses the core root of public complaints, as 60% to 70% of public disputes in India stem from land conflicts.
