Centralised IT-Enabled System (CITES) Project
 
Why in News?
The Centralised IT-Enabled System (CITES) project (also referred to as EPFO 3.0) is a massive digital modernisation initiative by the Employees' Provident Fund Organisation (EPFO) between 26 June and 1 July 2026. It replaces a heavily fragmented, region-wise legacy system with an automated, unified national database.
 

Key Project Overview
  • Administrative Authority: It is managed by the EPFO under the Ministry of Labour and Employment, Government of India.
  • Core Technical Developer: The platform is entirely designed, engineered, and deployed by the Centre for Development of Advanced Computing (C-DAC).
  • Core Methodology: Moving away from human-driven evaluation, it relies heavily on automation and rule-based processing.
Key Features and Upgrades
  • Single Centralized Database: Consolidates over 120 separate regional databases into a single, highly integrated national database cloud ledger.
  • Decoupled Service Delivery: Removes geographical boundaries, meaning any EPFO office across India can process a member's service request regardless of their location.
  • Unified Account Visibility: Members can see all their previous Member IDs linked under their Universal Account Number (UAN) through a single Aadhaar-based KYC.
  • Centralised Pension Payment System (CPPS): Rolled out as a major milestone, it allows over 78 lakh pensioners to receive disbursements seamlessly from any bank, any branch, anywhere in India.
  • Faster Operations: Significantly slashes standard claim settlement intervals, facilitating swift disbursements like 2-5 days processing timelines.
Primary Objectives
  • Eliminate Procedural Delays: Mitigates persistent technical roadblocks associated with legacy software, particularly for complex deceased member settlements.
  • Boost Transparency: Restricts manual intervention, reducing errors and ensuring predictable, automated rules govern fund access.
  • Future-Proof Infrastructure: Prepares the social security framework for upcoming rollouts like the transition to the Aadhaar-Based Payment System (ABPS).
